NCP calls for judicious use of road restoration fund

ITANAGAR, Aug 21: Appreciating the State Government for releasing Rs.17 crore non plan grants for repair and maintenance of the capital roads devastated by heavy rainfall this monsoon, the Papum Pare unit of Nationalist Congress Party (NCP) today appealed to the authority concerned to keep strict vigil over the utilization of the fund.

Rain has caused extensive damage to the roads in the district, specially Jote-Poma and Doimukh-Sagalee roads which would need adequate fund for restoration work. But the fund released was not sufficient for complete restoration work, said NCP in a release and appealed to the Government to consider release of additional fund for carrying out repairing work smoothly.

It called upon the executing authorities PWD and Urban Development Deptt. to use the fund judiciously and carry out renovation work at war footing.

The party expressed gratitude to MLA Techi Kaso for his persistent effort in pursuing the state Govt. for immediate release of the fund.

To cope up with the constant nature’s fury in the state capital, the Govt. of Arunachal Pradesh should put in order a plan to bring an enduring solution to such natural disaster, NCP said.

The party said that local MLA Kaso in his vision plan stressed on construction of by-pass roads for the capital so as to manage such nature’s fury and traffic problems and declaration of Green Belt area of entire stretch of NH52-A from Naharlagun to Itanagar.  “Accordingly, we would like to appeal to the Chief Minister Jarbom Gamlin and his cabinet colleagues to examine the affair and grant funds for the development of the by-pass roads for the Capital Complex and stop issuing land allotment at the vicinity of NH 52-A from Naharlagun to Itanagar and declare the said stretch of area as the ‘Green Belt’ area,” the NCP said.

The NCP also demanded immediate transfer of officers from the Capital Complex who have served more than 3 years in the same office especially in the PWD, Urban and Power Deptt’s of Capital Complex to ensure effective work culture and control possible corrupt practices in the public office as well.

One more suspected JE case undergoing treatment at Dibrugarh

Ojing Tayeng

Dibrugarh, Aug 21: After the report of detection of suspected Japanese encephalitis case from Aalo in West Siang district, another such suspect case from Pasighat is being admitted at Sanjeevani Hospital, Dibrugarh.

The patient, who was admitted first at General Hospital Pasighat for headache, was later referred to Dibgrugarh for further treatment. Presently, he is in unconscious condition and battling for his life since last 14 days.

Treatment of  Japanese Encephalitis caused by "JE" virus and transmitted by mosquito bite (Culex species) becomes a great challenge for the doctors in Arunachal Pradesh. Moreover, there is no diagnosing centre for JE in any hospital in Arunachal Pradesh. Those, who suffer from suspected JE, have to go for treatment outside Arunachal Pradesh spending lakhs of rupees. Currently, there is  no effective treatment available for "JE" virus in outside state too.

Though there are numbers of suspected JE cases found in the state, there is no any report of suspected JE case available at Directorate of Health Service from any district excepting a single report from Aalo may be due to communication gap. The Department of Health Services needs to conduct immediate JE vaccination cum awareness campaign in the state.

As far as my knowledge is concerned, the first and last such vaccination campaign was conducted at Lohit for the children of age group between 1 to 15 years last year.

Though the state have no any proper treatment/ diagnosing centre for JE at present, the mass vaccination, health education, awareness and mosquito control would help minimize the spread of JE virus to a certain level.

These kinds of programmes are held to encourage, revive and reactivate more groups for effective implementation, they said and added that such sensitization program should be utilized for acquiring knowledge to keep themselves update with the latest technology development. Adolescents and challenges

1.2 billion adolescents stand at the challenging crossroads between childhood and the adult world. Nine out of ten of these young people live in the developing world and face especially profound challenges, from obtaining an education to simply staying alive – challenges that are even more magnified for girls and young women.

Although there is no internationally accepted definition of adolescence, the United Nations defines adolescents as individuals aged 10–19: in effect, those in the second decade of their lives.

UNICEF's report ‘the state of the World's children 2011 brings out the urgent need to invest in adolescents and their future to successfully tackle poverty at its root.

It is said that investing in adolescence is the most effective way to consolidate the historic global gains achieved in early and middle childhood since 1990.  Moreover, investing in adolescents can accelerate the fight against poverty, inequity and gender discrimination. Adolescence is the pivotal decade when poverty and inequity often pass to the next generation as poor adolescent girls give birth to impoverished children. This is particularly true among adolescents with low levels of education.

Adopting a life-cycle approach to child development, with greater attention given to the care, empowerment and protection of adolescents, girls in particular, is the soundest way to break the intergenerational transmission of poverty.

Lasting change in the lives of children and young people, a critical underlying motivation of the Millennium Declaration, can only be achieved and sustained by complementing investment in the first decade of life with greater attention and resources applied to the second.
